但是 remix IDE 能夠連接到 testRPC 而不是 Ganache-cli，我的系統上都有，我嘗試使用本地 remix 副本以及線上 remix IDE。

這很可能是由於添加阻止程序。我不必做其他答案中描述的任何 http 更改。我使用的是 Brave Browser，只需要禁用 Brave Shields（“Shields Up”）就可以了。
